Although older adults have access to Medicare, Social Security, and other safety nets, it has become challenging to afford housing due to inflation, tax increases, and other financial issues. Additionally, some seniors may develop dementia and other neurological disorders that make it hard to manage their finances and secure safe housing, increasing their risk of homelessness.

According to the National Alliance to End Homelessness, there were more than 580,000 people experiencing homelessness in the United States as of January 2022. The problem was impacted further by the COVID-19 pandemic that disrupted the economy, leaving thousands of people jobless and unable to afford food, shelter and other basic necessities.

The following guide examines the problem of homelessness among older adults and offers a comprehensive list of emergency housing resources. These programs can help your loved one find safe housing in your area.

Older Adults and the Problem of Homelessness

The University of Pennsylvania reports that aged homelessness is projected to increase three times the current rate by 2030 due to a “165% increase in the population 65 and older, from 40,000 in 2017 to 106,000 by 2030.” 

Seniors can end up with nowhere to live due to several factors. Mental illnesses can make it hard for those experiencing chronic homelessness to keep a stable home. Women facing homelessness are often victims of domestic violence. For older adults who become homeless, poverty, a lack of affordable housing, and fewer job options are additional challenges.

Age-Related Discrimination

Age-related discrimination and health issues also contribute to homelessness among older adults. According to the 2019 Ageism in the Workplace Study, 44% of respondents reported experiencing or knowing someone who experienced age-related discrimination in the workplace. More than 25% of participants also reported that they were concerned they would lose their jobs due to their age.

Increased Medical Expenses

The risk of many chronic health problems, along with increased medical expenses and other costs of living, make it difficult for some seniors to afford housing. The Kaiser Family Foundation reports that the average person with Medicare coverage spends more than $5,000 out of their own pocket, a significant amount of money for an older adult living on a fixed income.

All these factors influence an older adult’s ability to find safe housing and continue paying for it even as other living expenses increase, contributing to the graying of the homeless population.

The Importance of Emergency Housing

Emergency housing programs give homeless individuals a safe place to stay and offer extra support to help residents transition to other housing options, making them a valuable resource for older adults experiencing homelessness. According to United to End Homelessness, emergency shelters are typically the first place people go when they experience a housing crisis.

While staying at an emergency shelter, an individual receives services to help them stabilize their social and financial circumstances. This support makes it easier to move to a transitional shelter or some other type of nonemergency housing. An older adult may need emergency housing after losing a job, having a physical altercation with another member of their household or losing their home due to foreclosure or failure to pay property taxes.

2-1-1

The best way to start helping a loved one in need of immediate assistance and resources is to call 2-1-1. United Way runs this confidential hotline to help seniors find local shelters or access transitional housing. Support for mental health, health care, food, and utilities is also available. 

Eligibility

There are no eligibility requirements to access immediate support. All seniors have to do is call 2-1-1. Some programs available through 2-1-1 do have eligibility requirements, however.

How to Apply

Seniors can be connected to the resources they need by dialing 2-1-1 from nearly anywhere in the U.S. Family members can also call on behalf of their loved ones or access information online via the United Way.

Section 202 Supportive Housing for the Elderly Program

The U.S. Department of Housing and Urban Development administers the Section 202 Supportive Housing for the Elderly program. Its goal is to increase the number of affordable housing units for older adults who require extra assistance to live independently. To achieve this, the program provides interest-free capital advances to nonprofit organizations and consumer cooperatives rather than giving funds directly to senior citizens.

Eligibility

Nonprofit organizations and consumer cooperatives must meet the requirements outlined in the program’s Notice of Funding Ability. If the nonprofit organization is associated with a public agency or tribal organization, it’s only eligible for the program if an attorney submits a letter of opinion stating that the organization meets certain requirements.

To qualify for Section 202 housing, applicants must belong to very low-income households with at least one member aged 62 or older. Before applying, check the full eligibility requirements to determine if you meet them. Many programs have restrictions related to criminal records, certain types of debt and past evictions.

How to Apply

Qualifying organizations interested in establishing affordable housing and providing supportive services to seniors should visit Grants.gov to search for a Notice of Funding Availability for the Section 202 program.

If you meet the minimum requirements, search for an available Section 202 unit in your desired area. Because these units are managed by many organizations, you’ll have to contact the apartment representative directly once you find a suitable option. You’ll also need to fill out an application and attend an interview to qualify for Section 202 housing.  

Family Violence Prevention and Services Program

The FVPS program provides funds to states and territories to help survivors of domestic violence escape their abusers and get a fresh start. Funds can be used to provide emergency housing, crisis counseling and other services. 

Eligibility

Each state has its own plan for using FVPS funds, so the eligibility guidelines vary based on your location.

To learn more about the requirements in your state, contact your FVPS administrator. A list of state administrators starts on page 91 of the Navigating the Family Violence Prevention and Services Program guide published by the U.S. Department of Health & Human Services.

How to Apply

As with eligibility, the application process varies per state and the FVPS administrator will guide you through the process.

Treasury Emergency Rental Assistance Program

During the COVID-19 pandemic, it became harder for seniors to keep their homes. Many cities shut down nonessential businesses to stop the virus from spreading, causing people to lose their jobs. Some seniors also lost loved ones to the virus, which made it more challenging to pay for housing. To help, the U.S. Department of the Treasury created the Emergency Rental Assistance program.

Under the program guidelines, the federal government gives money to state, local, and tribal governments to help eligible people pay rent. The requirements for getting help depend on where you live. To see if you’re eligible and how to apply, go to the Consumer Financial Protection Bureau website and use the program locator.

Housing Assistance for Veterans

Housing Assistance for Veterans

VA Enhanced-Use Lease Program

Emergency shelter and safe housing for homeless veterans is available through The Enhanced-Use Lease program. In this program underutilized properties are transformed into sufficient housing for veterans in need. .

Eligibility 

All veterans who can’t access reliable housing are eligible to participate in the The Enhanced-Use Lease program.

How to Apply

There are two ways for senior veterans to apply for housing: call (877) 424-3838 or visit a local VA office.

U.S Department of Housing and Urban Development-VA Supportive Housing Voucher (HUD-VASH)

The HUD-VASH program was created for homeless veterans across the country to give them access to permanent housing and the supports needed to keep certain benefits, including health care and counseling services. Veterans receive rental assistance through the HUD Housing Choice Voucher program and additional case management services through the VA.

Eligibility 

A very low income and service in an eligible military program are required to access this program.

How to Apply

Senior veterans may apply online or call (877) 424-3838. They may also visit their local Veterans Affairs office to find out more or apply.

Medical Foster Homes

If your loved one is homeless or at risk of homelessness due to a severe medical condition, you may want to consider moving them to a medical foster home. These homes are private residences with trained caregivers who provide medical and personal services to residents. One advantage of medical foster homes is that they offer the same level of care as a nursing home but in a residential rather than an institutional one. Remember that finding the right home, family, and services may take some time, so seniors must have temporary housing while waiting for a spot to open up.

Eligibility

Currently, 45 U.S. states and territories have medical foster homes approved by VA Medical Centers. These programs aren’t funded by the VA, so you must be enrolled in Home Based Primary Care, a program that provides in-home health services to veterans. Once you’re enrolled in HBPC, you must wait for your desired medical foster home to have an opening. If you qualify for medical foster care, you’ll need to pay for it with insurance or your own funds.

You may qualify for VA benefits that can help defray the cost of medical foster care. To find out if you’re eligible for these benefits, make an appointment with a VA case manager or social worker.

How to Apply

Start by enrolling in Home Based Primary Care by filling out an application for Extended Care Benefits (VA Form 10-10EC). If you need help, contact your VA social worker or case manager. If you don’t yet have one, visit your local VA Medical Center
