North Carolina’s Medicaid Program, Division of Health Benefits, offers several programs to help seniors pay for varying forms of long-term care. The Division of Health Benefits covers personal care services provided in an assisted living facility, which the state classifies as an adult care home. The Special Assistance Program also helps seniors pay for assisted living through direct cash payments.

Non-Emergency Medical Transportation(910) 455-4145The Onslow County Department of Social Services provides Jacksonville seniors with free transportation to Medicaid-covered services such as pharmacy visits, physical therapy appointments and the Community Alternative Program. Seniors must be current Medicaid recipients and transportation is limited to 30 miles from the rider’s residence. To use the service, the main reason for the trip must be medical care. Nursing home beneficiaries and recipients of some mental health services are not eligible.  
Special Assistance Program(910) 219-4845Through the Special Assistance Program, low-income seniors can receive cash payments to offset the costs of room and board at an assisted living facility. The amount of cash assistance depends on the individual’s income and assets. Seniors who qualify for the program are automatically eligible for Medicaid. The program also includes a monthly allowance for clothes and other essentials.
Senior Community Service Employment Program(910) 798-3900Funded by the U.S. Department of Labor, the S.C.S.E.P. is a job training program that helps seniors find full and part-time employment. Seniors may work at one of five different host sites including program-sponsor United Way. The program pays the state’s minimum wage and provides auxiliary aids for seniors with disabilities.
