A little slice of the Old West on the outskirts of modern Omaha, Fremont, Nebraska is home to 26,000 people in a low-rise residential grid that sprawls along the north bank of the Platte River. Nearly 18% of Fremont’s residents are seniors aged 65 and over, and the town has a lot to offer them. Assisted living costs in Fremont average $4,523 a month, according to Genworth’s Cost of Care Survey. This rate covers seniors’ room and board, as well as caregiver assistance with routine activities of daily living such as personal care, household chores and some transportation. Fremont’s average cost is somewhat higher than the average cost for similar care in the rest of Nebraska, which runs to $4,188 a month. The cost of assisted living is higher in the neighboring state of Colorado, at $4,575 a month, and significantly higher in Kansas, where seniors pay an average of $5,090 a month for similar care. Average costs in Iowa and South Dakota, however, are lower than in Fremont.
The cost of assisted living in Nebraska’s other cities varies somewhat, but the other two major urban areas are within a few hundred dollars of Fremont. Lincoln, for example, has an average cost of $4,755 a month, while assisted living in Grand Island averages $4,380. Across the state line in Sioux City, Iowa, seniors in assisted living pay an average monthly cost of $3,750, while the average cost in Des Moines is $5,005.
The state of Nebraska offers several waiver programs to support Medicaid-eligible seniors continue to live outside of residential nursing home care. These assisted living waivers reduce nursing home placement by assisting with the cost of support services directed toward seniors who meet the Medicaid enrollment standards. Supported senior services include help with household chores, activities of daily living and transportation for medical and personal trips.

Assisted living facilities in Fremont are required to comply with state laws relating to residential care for seniors, as well as with the regulatory rules and best practices relating to health and safety, staffing minimums and medication administration and management. Compliance with these rules is monitored by the Nebraska Department of Health, which conducts regular and unannounced site visits, publishes regulations for facilities across the state and issues reports for the general public to review.
